Imperial Rescript
of 1 January 1946

(ここ)新年(しんねん)(むか)フ。(かえり)ミレバ明治天皇明治ノ初国是トシテ()箇条(かじょう)()御誓文(ごせいもん)ヲ下シ給ヘリ。(いわ)ク、
In greeting the New Year, We recall to mind that Emperor Meiji proclaimed, as the basis of our national policy, the Five Clauses of the Charter Oath at the beginning of the Meiji Era. The Charter Oath signified:

一、広ク会議ヲ興シ万機公論ニ決スヘシ
1. Deliberative assemblies shall be established and all measures of government decided in accordance with public opinion.

一、上下心ヲ一ニシテ盛ニ経綸ヲ行フヘシ
2. All classes, high and low, shall unite in vigorously carrying out the affairs of State.

一、官武一途庶民ニ至ル迄各其志ヲ遂ケ人心ヲシテ倦マサラシメンコトヲ要ス
3. All common people, no less than the civil and military officials, shall be allowed to fulfill their just desires, so that there may not be any discontent among them.

一、旧来ノ陋習ヲ破リ天地ノ公道ニ基クヘシ
4. All the absurd usages of old shall be broken through, and equity and justice to be found in the workings of nature shall serve as the basis of action.

一、智識ヲ世界ニ求メ大ニ皇基ヲ振起スヘシ
5. Wisdom and knowledge shall be sought throughout the world for the purpose of promoting the welfare of the Empire.

叡旨(えいし)公明正大、又何ヲカ(をか)加ヘン(かへん)
叡旨: 天子のお考え
The proclamation is evident in significance and high in its ideals.

(ちん)(ここ)(ちかい)(あらた)ニシテ国運(こくうん)ヲ開カント欲ス。
We wish to make this oath anew and restore the country to stand on its own feet again.

(すべか)ラク()御趣旨(ごしゅし)(のっと)リ、旧来(きゅうらい)ノ陋習ヲ去リ、民意(みんい)暢達(ちょうたつ)シ、官民挙ゲテ平和主義ニ(とお)()教養(きょうよう)豊カニ文化ヲ築キ、以テ民生ノ向上ヲ図リ、新日本ヲ建設スベシ。
須らく: 当然なすべきこととして
陋習: わるい習慣
暢達する: のびのびと育てる
We have to reaffirm the principles embodied in the Charter, and proceed unflinchingly towards elimination of misguided practices of the past, and keeping in close touch with the desires of the people, we will construct a new
Japan through thoroughly being pacific, the officials and the people alike, attaining rich culture, and advancing the standard of living of the people.

大小都市ノ(こうむ)リタル戦禍(せんか)罹災者(りさいしゃ)艱苦(かんく)産業(さんぎょう)停頓(ていとん)、食糧ノ不足、失業者増加ノ趨勢(すうせい)(ひとし)ハ、(まこと)(こころ)ヲ痛マシムルモノアリ。
艱苦: なやみ苦しむこと
The devastation of war inflicted upon our cities, the miseries of the destitute, the stagnation of trade, shortage of food, and the great and growing number of the unemployed are indeed heart-rending.

(しか)リト(いえど)モ、(われ)国民ガ現在ノ試練(しれん)直面(ちょくめん)シ、(かつ)徹頭徹尾(てっとうてつび)文明(ぶんめい)ヲ平和ニ(もと)ムルノ決意固(けついかたむ)ク、()()ノ結束ヲ(まっと)ウセバ、独リ我国ノミナラズ全人類ノ為ニ、輝カシキ前途ノ展開セラルルコトヲ疑ハズ。
But if the nation is firmly united in its resolve to face the present ordeal and to seek civilization consistently in peace, a bright future will undoubtedly be ours, not only for our country, but for the whole humanity.

()レ家ヲ愛スル心ト国ヲ愛スル心トハ我国ニ於テ特ニ熱烈ナルヲ見ル。
Love of the family and love of the country are especially strong in this country.

()ヤ実ニ此ノ心ヲ拡充(かくじゅう)シ、人類愛ノ完成ニ向ヒ、献身的(けんしんてき)努力(どりょく)(いた)スベキノ(とき)ナリ。
With more of this devotion should we now work towards love of mankind.

(おも)フニ長キニ(わた)レル戦争ノ敗北ニ終リタル結果、我国民ハ(やや)モスレバ焦躁(しょうそう)ニ流レ、失意ノ淵(しついのふち)沈淪(ちんりん)セントスルノ(なだれ)キアリ。
We feel deeply concerned to note that consequent upon the protracted war ending in our defeat, our people are liable to grow restless and to fall into the Slough of Despond.

詭激(きげき)ノ風(ようや)ク長ジテ道義(どうぎ)ノ念頗ル(おとろ)ヘ、為ニ思想混乱ノ(きざし)アルハ(まこと)深憂(しんゆう)(かん)ヘズ。
詭激: 言行が度をこえて激しいこと
漸く: しだいに
Radical tendencies in excess are gradually spreading and the sense of morality tends to lose its hold on the people, with the result that there are signs of confusion of thoughts.

(しか)レドモ(ちん)爾等(なんじら)国民ト共ニ在リ、常ニ利害ヲ同ジウシ休戚(きゅうせき)(わか)タント(よく)ス。
休戚: 喜びと悲しみ
We stand by the people and We wish always to share with them in their moments of joys and sorrows.

(ちん)(なんじ)等国民トノ間ノ紐帯(ちゅうたい)ハ、終始(しゅうし)相互(そうご)信頼(しんらい)敬愛(けいあい)トニ()リテ結バレ、単ナル神話ト伝説トニ依リテ生ゼルモノニ(あら)ズ。
紐帯: 二つのものを結びつける大切なもの。きずな
The ties between Us and Our people have always stood upon mutual trust and affection. They do not depend upon mere legends and myths.

天皇ヲ以テ現御神(あきつみかみ)トシ、(かつ)日本国民(こくみん)ヲ以テ他ノ民族ニ優越セル民族ニシテ、()テ世界ヲ支配スベキ運命ヲ有ストノ架空ナル観念ニ基クモノニモ非ズ。
現御神: この世に生きている神
They are not predicated on the false conception that the Emperor is divine, and that the Japanese people are superior to other races and fated to rule the world.

朕ノ政府ハ国民ノ試練ト苦難トヲ緩和センガ為、アラユル施策ト経営トニ万全ノ方途(ほうと)ヲ講ズベシ。
方途: 進むべき道。方法
Our Government should make every effort to alleviate their trials and tribulations.

同時ニ(ちん)ハ我国民ガ時艱(じかん)蹶起(けっき)()当面(とうめん)困苦(こんく)克服ノ為ニ、又産業及文運(ぶんうん)振興(しんこう)ノ為ニ勇往(ゆうおう)センコトヲ希念ス。
時艱: その時代の当面する難問題
蹶起: 決意して立ち上がり、行動を起こす
文運: 学問や芸術が盛んな様子
勇往: 勇んで突き進む、ためらわずに前進する
At the same time, We trust that the people will rise to the occasion, and will strive courageously for the solution of their outstanding difficulties, and for the development of industry and culture.

(われ)国民ガ()公民(こうみん)生活ニ於テ団結(だんけつ)シ、相倚リ相扶ケ、寛容相許(かんようそうもと)スノ気風(きふう)作興(さっこう)スルニ於テハ、()ク我至高ノ伝統ニ恥ヂザル真価ヲ発揮スルニ至ラン。
作興: 盛んにすること
Acting upon a consciousness of solidarity and of mutual aid and broad tolerance in their civic life, they will prove themselves worthy of their best tradition.

(かく)ノ如キハ、実ニ我国民ガ、人類ノ福祉ト向上トノ為、絶大ナル貢献ヲ()所以(ゆえん)ナルヲ疑ハザルナリ。
所以: 理由、わけ
By their supreme endeavours in that direction, they will be able to render their substantial contribution to the welfare and advancement of mankind.

一年ノ計ハ年頭ニ在リ。
The resolution for the year should be made at the beginning of the year.

(ちん)ハ朕ノ信頼スル国民ガ朕ト其ノ心ヲ(いつ)ニシテ、自ラ(いさむ)ヒ、自ラ励マシ、以テ此ノ大業(たいぎょう)ヲ成就センコトヲ庶幾(こいねご)フ。
大業: 大きな事業
We expect Our people to join Us in all exertions looking to accomplishment of this great undertaking with an indomitable spirit.
