Abe graduated from the Army Academy and the Army War College. He served as chief of the Military Affairs Bureau (Gummukyoku/cho) and army vice-minister before being appointed minister of state in 1930. In 1939 he formed a cabinet after the resignation of Hiranuma Kiichiro. Abe sought to end the Sino-Japanese War of 1937-1945 and to maintain neutrality in the European conflict. Unsupported by the political parties and the military, he resigned in January 1940. Three months later he was sent to Nanjing (Nanking) to advise the puppet regime of Wang Jingwei (Wang Ching-wei) to negotiate a treaty ensuring Japan's military and economic rights in occupied China. He was appointed governor-general of Korea in 1944. After World War II, Abe was listed as a war criminal but was never indicted.
